Game account is as mentioned, you get an account with an username based on your email and a random password, the game is free to play until level 15 as stated and then you have to buy game time.
5000 minutes = $12 and the gametime only runs when you are actually online, so a bit different from monthly subscriptions normally used in western MMOs, which expires no matter if you are online or not.
Game itself is curious, beautiful graphics and nice looking characters. I have noooo idea what is going on though since I can't speak a lick of Chinese, though you can still kind of navigate through things. Be noted that the game is graphic intensive and will require a decent PC to run properly.
